The "security dilemma" is undergoing a renaissance in the literature, and this book uses it to examine one of the most dramatic regions of the world: Southeast Asia. The security dilemma is used to provide insights into three of Southeast Asia's security issues: ethnic tensions, intra-ASEAN rivalries and China's emergence as a regional great power.   From the southeast, the Arc of Instability is buttressed by U.S. military bases situated on the territory of U.S. security partners in East Asia. This system is based on bilateral security agreements.

The author illustrates that an increased Soviet military presence should weaken U.S. security associations in East Asia by threatening the integrity of the sea-lanes that supply Northeast Asia with necessary raw materials and possibly lead to the eventual .   The Asia-Pacific region is one of the fastest-growing markets for arms dealers.
